Second Narrows Water Supply Tunnel
Project Description
Roe Environmental currently serves as the Environmental Auditor (EA) for the construction of the Second Narrows Water Supply Tunnel Project, a GVWD water delivery tunnel designed to meet the long-term needs of the Metro Vancouver region while safeguarding critical infrastructure from seismic events. The project consists of a 6.5m wide tunnel, extending 1.1 KM in length, excavated by a Tunnel Bore Machine (TBM) situated 30m below Burrard Inlet, between North Vancouver and Burnaby. The tunnel will be lined with precast concrete segments to encase three new steel water mains. GVWD will expand and redevelop the existing valve chamber in Second Narrows Park, where the tunnel terminates at the South Shaft.
Our Role
Roe Environmental will review the Contractor’s Environmental Protection Plan (and component plans), audit project compliance with Vancouver Fraser Port Authority (VFPA) Port Permit conditions, audit against the project Environmental Management Plan, audit project approvals/authorizations, and provide weekly monitoring site inspections/reports. Additionally, we offer supplementary construction monitoring for sensitive works (e.g., near-stream works) and provide insight to the Owner and Project Management Team for environmentally sensitive works. We act as agency representatives, review and approve contractor/subcontractor work plans, and liaise with proponents, governments, and First Nations.
Liaison with Metro Vancouver (MV), VFPA, City of Burnaby (CoB), District of North Vancouver (DNV), Prime Contractor (Traylor-Aecon), and Contractor’s EM (Hatfield Consultants).
